A young tech entrepreneur from a small village in Bihar is making national headlines after successfully transforming the Assam Legislative Assembly into a “smart,” fully digitized institution. His groundbreaking work recently drew widespread praise from Assam’s Chief Minister, Himanta Biswa Sarma.
The man behind this digital revolution is Suman Shekhar, a native of Chiraiyantanr village in the Kutumba block of Aurangabad district. Leading his tech venture, Abhastra Foundation, Shekhar has proven that world-class technological innovation can stem from the grassroots of Bihar.
The ALISA Project: A Digital Milestone
The core of Shekhar’s achievement is the development of an Artificial Intelligence (AI) and Machine Learning-based application named ALISA.
Through this platform, Shekhar’s team achieved a monumental task: digitizing the entire historical archives of the Assam Legislative Assembly dating back to 1937. Decades of assembly proceedings, historical documents, and crucial records have been successfully migrated to a digital format.
Today, instead of sifting through thousands of physical files, assembly members can access data instantly on their tablets with a single click. Furthermore, the ALISA application is multilingual and capable of communicating in Hindi, English, Assamese, and Bodo, making it highly accessible to local legislators.

The success of the initiative was highlighted when Suman Shekhar presented a live demonstration of the digitized system to Chief Minister Himanta Biswa Sarma. Impressed by the seamless functionality and the sheer scale of the historical data digitized, CM Sarma publicly praised Shekhar and his team for their stellar contribution to modernizing the state’s political infrastructure.
Who is Suman Shekhar?
Born into a middle-class family in Aurangabad, Shekhar completed his early education in local schools in Amba and his intermediate studies at Sachchidanand Sinha College. Driven by a passion for technology, he moved to Jaipur to pursue a degree in Engineering.
Instead of taking up a conventional corporate job after graduation, Shekhar chose the path of entrepreneurship. He relocated to Gurugram and founded Abhastra Foundation. His company focuses on delivering technological solutions and innovations across various sectors, including education, logistics, railways, and government infrastructure.

Beyond his technological achievements, Shekhar is also recognized in his hometown as a passionate nature lover. For years, he has been actively involved in environmental conservation in his village—running tree plantation drives, installing wooden bird nests, and working to raise environmental awareness among the local youth.
